About John Wheat

I am an attorney with the California Department of Water Resources, Office of the General Counsel. My practice focuses on land use, environmental, CEQA, and related matters. I was previously an attorney at the firm of Mitchell Chadwick, LLP, where I specialized in representing clients through administrative approval processes and litigation involving the California Environmental Quality Act (CEQA), California and Federal Endangered Species Act (ESA), Clean Water Act 401, 404, and 408 permits, Surface Mining and Reclamation Act (SMARA), Lake and Streambed Alternation Agreements (1600), and related environmental laws. Projects I worked on included mining, development, vested rights, and restoration and mitigation. I have prior experience working on CEQA litigation with the firm Remy Moose Manley and working on climate and energy issues with environmental non-profit organizations.
