Brian D'silva has served as Supervisor of Technology & Operations at the Ontario Energy Board since 2003. In this role, he oversees various technology initiatives and operational strategies. His responsibilities include developing a cloud-based Call Center Application and managing projects that enhance service delivery. D'silva has also been involved in significant projects such as the Incentive Rate Mechanism (IRM) project, which aims to streamline existing processes by replacing outdated Excel spreadsheets with smart forms and reports.

Before joining the Ontario Energy Board, Brian D'silva worked at LGS Group Inc., an IBM Company, from 1994 to 2002. He held the position of Senior Technical Specialist and Project Manager for eight years. During his tenure, he contributed to various technical projects and developed expertise in managing complex IT systems and operations.
Education and Expertise
Brian D'silva has a diverse educational background. He studied at Ryerson University, where he earned a Bachelor of Commerce degree in Information Technology Management, focusing on Networks and Telecommunications from 2005 to 2009. Prior to that, he obtained a Computer Programming and Analysis diploma from Seneca College between 1990 and 1993. Additionally, he studied Marine Business, Marine Law, and Navigation at Lal Bahadur Nautical & Engineering College, achieving the Master Mariner qualification in 1988.
Achievements in IT Service Management
D'silva has instituted a service model based on ITIL principles, which has resulted in an 88% request closure rate within two business days. His leadership in implementing a Geographical Information System (GIS) has provided an interactive platform for tracking certificates and licenses granted in Ontario. He has also built a scalable, high-availability infrastructure to support mission-critical IT systems and conducted IT security risk assessments to manage vulnerabilities effectively.
