He also served as the Senior Operations Manager for Field Services under LOGCAP IV from 2011 to 2015, based in Fort Worth, Texas.

Military Background

Borley has a significant military background, having served in the United States Marine Corps for 24 years from 1973 to 1997. He held the rank of Lieutenant Colonel and was stationed at MacDill Air Force Base in Florida. His military experience has contributed to his expertise in developing initial customer requirements into actionable solutions throughout various operational phases.

Educational Qualifications

John E. Borley has a diverse educational background. He studied at the National Defense University, where he earned a Master's Degree in National Security Strategy from 1993 to 1994. He also holds an Education Specialist degree (EdS) from the University of Virginia, obtained between 2002 and 2004. Additionally, he earned a Master of Public Administration (M.P.A) from the University of Oklahoma and a Bachelor of Science in Communication from the University of Wisconsin-Stevens Point.
