John E. Borley serves as the Program Operations Director for the Logistics Civil Augmentation Program (LOGCAP) at Amentum. He has held this position since 2019 in Fort Worth, Texas. In this role, he develops a wide variety of options and capabilities to support U.S. Army logistics initiatives. His responsibilities include overseeing contingency bases that provide full life support services, including temporary housing, power generation, and minor construction.
Previous Experience at DynCorp International
Prior to his current role, Borley worked at DynCorp International as the Deputy Program Manager for a period of 10 months in Afghanistan from 2015 to 2016. During this time, he transitioned a new contract for Afghanistan Life Support Services (ALiSS) at the U.S. Embassy in Kabul, supporting the Department of State from April to December 2015. He also served as the Senior Operations Manager for Field Services under LOGCAP IV from 2011 to 2015, based in Fort Worth, Texas.
Military Background
Borley has a significant military background, having served in the United States Marine Corps for 24 years from 1973 to 1997. He held the rank of Lieutenant Colonel and was stationed at MacDill Air Force Base in Florida. His military experience has contributed to his expertise in developing initial customer requirements into actionable solutions throughout various operational phases.

John E. Borley has a diverse educational background. He studied at the National Defense University, where he earned a Master's Degree in National Security Strategy from 1993 to 1994.
