He was the Director of Financing for Energy Efficiency & Renewable Energy at the US Department of Energy and is the Founding Chairman of IPMVP, an international standard for energy and water efficiency design and verification. Additionally, he helped design the World Bank's green building financing program and founded the country's first green bank.

Kats is also the author of 'Greening Our Built World'.
