He was a Consortium Program Manager at CARE USA from 2003 to 2004 and served as an Information Assistant at UNHCR from 1999 to 2000. He also held the position of Country Program Manager at Partners for Development from 2002 to 2003 and worked as an English Language Instructor at Regency in 1998.

Ian De La Rosa studied at the University of Colorado Colorado Springs from 1991 to 1993. He later attended American University, where he earned a Master of Science degree from 2000 to 2001. His educational background supports his expertise in program management and development.
