Steve Greenspan serves as the Senior Program Director for Civilian Accounts at ECS since 2018. In this role, he is responsible for overseeing various projects related to civilian accounts. His leadership has contributed to the successful management of contracts and services, including a newly-awarded five-year Enterprise Cybersecurity Support Services contract with the Department of Commerce.
Previous Experience in Information Technology
Prior to his current position, Greenspan held several key roles in the information technology sector. He worked at Northrop Grumman as Director of IT from 1997 to 2009. He also served as Chief Systems Architect at Black & Decker from 1995 to 1997. His experience includes managing IT operations and leading transition teams for cybersecurity programs at the National Ground Intelligence Center and the Defense Information Systems Agency.
Education and Academic Background
Steve Greenspan has a strong educational background in business and information technology. He earned a Master of Business Administration (M.B.A.) from Capella University, studying from 2008 to 2011. He also holds a Master of Arts (M.A.) and a Bachelor of Arts (B.A.) in American History from Case Western Reserve University, where he studied from 1981 to 1985. Additionally, he obtained a Master of Science (M.S.) in Computer Information Systems from George Mason University, completing his studies from 1987 to 1990.
Achievements in Census Program Management
Greenspan played a significant role in the 2020 Decennial Census program, leading the opening of over 1,000 Fingerprinting Centers worldwide and onboarding more than 5,000 operators. He achieved Authorization to Operate (ATO) in minimal time, ensuring system, site, and personnel availability above 99%. His efforts increased the contract value of the program from $75 million to $125 million and tripled the return on sales from 5% to over 15%.
