Joana Monteiro serves as Coordenadora do Centro de Ciência Aplicada à Segurança Pública at Fundação Getulio Vargas since 2021. In this role, she focuses on designing and testing government programs, as well as evaluating the impact of government actions, particularly in public security. Additionally, she has been a Professora at FGV/EBAPE since 2015, contributing to the academic environment in Rio de Janeiro.

Joana Monteiro has held significant positions in public security. She served as Diretora-Presidente do Instituto de Segurança Pública do Rio de Janeiro from 2015 to 2018, where she was accountable to the Secretary of Security. She also worked at the Ministério Público do Rio de Janeiro as Coordenadora from 2019 to 2021, and assisted the Procurador Geral de Justiça as the coordinator of the Research Center during 2019 to 2020.

Joana Monteiro studied Economia at Pontifícia Universidade Católica do Rio de Janeiro, where she earned her Mestrado from 2002 to 2004 and Doutorado (Ph.D.) from 2007 to 2010.
