Marc Winkelstein serves as Vice President of Exchange Solutions at FINRA, a position he has held since 2008. He leads the Advanced Analytics Team, which employs machine learning techniques to enhance Member Regulation exam and risk monitoring programs. Winkelstein is also responsible for developing proposals, negotiating regulatory service contracts, and managing client relationships for all U.S. Stock Exchanges.

Before his current role, Winkelstein worked at FINRA as Associate Vice President of Technology from 2004 to 2008. During this time, he contributed to various technology initiatives and supported the organization’s regulatory functions. His extensive experience at FINRA includes participation in a CEO-sponsored program within the Program Management Office aimed at improving regulatory effectiveness and efficiency.

Career Background in Technology and Operations

Winkelstein has a diverse background in technology and operations. He worked at Xerox in various roles, including Programmer/Analyst, Project Leader, Manager of Business Development and Operations, and Service Program Manager from 1986 to 1996. He also served as Vice President of US Hosting Operations at PSINet from 2000 to 2001 and as Senior Vice President of Service Delivery at Apptix from 2001 to 2004.

Educational Qualifications

Winkelstein holds a Bachelor’s degree in Computer Science from the State University of New York College at Potsdam, which he completed from 1982 to 1986. He also earned a Master of Business Administration (MBA) with a focus on Marketing and Computer and Information Systems from the University of Rochester - Simon Business School, studying there from 1987 to 1990.
