She held various roles, including Senior Program Manager and Program Officer for Monitoring, Evaluation, Research, and Learning (MERL) as well as Election programs. Her experience at Pact involved managing and implementing programs aimed at strengthening governance and civil society in Ukraine.

Yulia Yesmukhanova has a strong educational background in public policy and management. She earned a Master of Public Policy (MPP) from the University of York from 2010 to 2013. Additionally, she completed her Bachelor of Business Administration (BBA) in Management Information Systems at International Christian University - Kyiv from 1998 to 2002.
