Dr. Shah Alamgir serves as the Regional Engineering Manager and Head of Asset Management at the Community Infrastructure Directorate within the Government of Canada. He has held this position since 2020, focusing on the Ontario Region. In this role, he manages engineering services and asset management for 127 First Nation communities in Ontario. Dr. Alamgir oversees a $500 million annual grant and contribution fund dedicated to infrastructure programs, including water and wastewater systems, stormwater management, and climate change mitigation structures. His responsibilities include strategic planning, partnership development, and policy formulation.
Previous Experience
Prior to his current role, Dr. Alamgir worked in various engineering positions. He was the Infrastructure Planning Engineer at the City of Barrie from 2007 to 2010. He then served as the Senior Engineer for Technical Services at Aboriginal Affairs and Northern Development Canada from 2010 to 2014. Following this, he was the Manager of Engineering Services at Indigenous and Northern Affairs Canada from 2016 to 2018. Additionally, he worked as an Engineering Advisor for the United Nations Development Programme in Saudi Arabia from 2015 to 2016.
Education and Expertise
Dr. Alamgir holds a Doctor of Philosophy (Ph.D.) from Université du Québec - Institut national de la recherche scientifique, which he completed from 2000 to 2005. He also earned a Master of Science (M.Sc.) in Engineering from the Asian Institute of Technology in 1997. His undergraduate degree is a Bachelor of Science in Civil Engineering from Chittagong University of Engineering & Technology, completed in 1991. Additionally, he has pursued postgraduate studies in Civil and Environmental Engineering at the University of Connecticut and obtained a Post Graduate Diploma in Project Management from the University of Toronto.

In his current position, Dr. Alamgir directly supervises over 20 technical and program management staff. He emphasizes staff development and engagement, ensuring that his team is well-equipped to handle the complexities of infrastructure management. His role involves providing technical advice and strategic guidance on capital projects to senior management and First Nation communities, focusing on quality management and risk management.

Dr. Alamgir is responsible for developing infrastructure investment plans and managing project priority ranking and funding allocation. He plays a key role in overseeing the implementation of various infrastructure programs aimed at enhancing community resilience and sustainability.
