He also completed a Master of Arts in Management at the University of Redlands School of Business in 2001 and another Master of Arts in Management at the Naval Postgraduate School in 2021. He received a Bachelor of Science in Ocean Engineering from the United States Naval Academy in 1993.

He served as Senior Director of Strategic Planning/Communications, Policy and Interagency at Joint Task Force Civil Support from 2017 to 2020.
