As of August 2019, Mr. Gauthier’s SEZ interventions had resulted in: o 815,900 jobs (with a further 1,970,100 projected jobs to be created at full zone capacity). o 6,541 investment decisions by individual enterprises, worth a total of US$ 65.77 billion (with a further US$ 41.15 billion committed) o US$ 16.69 billion in new goods and services exported annually o 124 new operational SEZs launched (including Tanger-Med, Aqaba, and Panama Pacifico), 14 industrial estate, EPZ or IDZ conversions into SEZs; 44 further SEZ developer licenses or preliminary approvals, and 125 further SEZs or industrial parks planned or under construction o 38 new national SEZ policies, laws or amended laws adopted (in addition to 2 Investment Laws, a PPP Law, a One-Stop-Shop Law, and a Land Law), as well as numerous implementing regulations, decrees or notices Mr. Gauthier has 30+ years of experience working in 100+ countries as an attorney & economist specialising: in trade & investment; economic zones; corporate location; country competitiveness; infrastructure & spatial development ; governance & administrative reform; global best practice regulatory frameworks for private sector development; PPPs and M&A; real estate, construction and environmental law; customs, tax & investment incentives; and WTO & RTA market access and compliance. He has led teams for a number of international donor agencies and counselled benchmark corporate clients. Mr. Gauthier has designed and managed hundreds of millions of dollars in development assistance projects, including complex, multi-year projects. He is the World Bank Group's point-person for SEZ legal issues, as well as a member of the Administrative barriers to investment reform committee, and the Investing Across Borders Expert Advisory Group. He is published and has spoken at numerous public events and training seminars in his field, has been elected a Fellow of the Royal Geographic Society and of the Royal Society for the Encouragement of Arts, Manufactures and Commerce (under the patronage of HM Queen Elizabeth II), and has received an honoris causa LLD, for his work on SEZs.
