Ziad A. Sabra earned his Bachelor of Science in Civil Engineering (BSCE) in 1981, followed by a Master of Science in Civil Engineering (MSCE) in 1983, and a Doctor of Philosophy (PhD) in Civil Engineering with a focus on Transportation Systems Engineering in 1986, all from West Virginia University. He also completed his high school education with a Math and Science major at Lebanon High School in Aley, Lebanon. He is a member of the West Virginia University Academy of Civil Engineers.

Ziad A. Sabra has managed notable projects that have received industry recognition. He led the development of a $25 million Advanced Transportation Management System Center for the City of Baltimore, which was acknowledged by the Federal Highway Administration (FHWA) as a cutting-edge, successful multi-vendor NTCIP-compliant signal system. Additionally, the Advanced Transportation Management System project in Baltimore, which he managed, won multiple ACEC Awards.
