He also completed his high school education with a Math and Science major at Lebanon High School in Aley, Lebanon. He is a member of the West Virginia University Academy of Civil Engineers.

He led the development of a $25 million Advanced Transportation Management System Center for the City of Baltimore, which was acknowledged by the Federal Highway Administration (FHWA) as a cutting-edge, successful multi-vendor NTCIP-compliant signal system.
