Shemer Katz has a background in military intelligence, having served in Israeli Military Intelligence - Unit 8200 from 1988 to 1997. During his nine years in this unit, he held various roles including Developer, Project Officer, and Section Chief, gaining valuable experience in technology and project management.

Katz studied at Tel Aviv University, where he earned both a B.Sc and an M.Sc in Electrical and Electronics Engineering, completing his studies from 1986 to 1995.
