Caroline Juliette Hughes serves as an Odi Fellow in the Ministry of Finance and Economic Management in Vanuatu, where she has worked since 2018. She has a background in economics and has held various roles in finance and administration, including coordinating budget publications and improving GDP forecasting techniques.
Current Role at ODI
Caroline Juliette Hughes serves as an ODI Fellow in the Ministry of Finance and Economic Management in Vanuatu. She has held this position since 2018, contributing to various financial management initiatives in Port Vila. Her responsibilities include developing and implementing strategies for budgeting and forecasting, as well as advising on public financial management legislation.
Previous Experience in Economic Management
Before her current role, Hughes worked at the Foreign and Commonwealth Office as an Economic Intern for Asia-Pacific and Trade & Investment in 2015. She also held positions at The Southern Co-operative as a Team Leader from 2009 to 2012 and at Bayliss Ware Ltd as an Administrator in 2013. Additionally, she interned at G-20Y Association in 2015.
Educational Background
Hughes has a strong academic background in Economics. She earned a Master's degree in Economics from the University of Warwick from 2017 to 2018 and a Postgraduate Diploma in Economics from the University of Nottingham from 2016 to 2017. She also completed a Bachelor of Science (BSc) with Honours in Economics and French at the University of Exeter from 2012 to 2016, and she achieved A Levels at Havant College.
Contributions to Vanuatu's Economic Policy
In her role at the Ministry of Finance and Economic Management, Hughes coordinated the preparation and publication of budget books for 2019, 2020, and 2021. She reported Government Finance Statistics to the IMF and improved GDP forecasting techniques as a member of the Macro-Economic Committee. Hughes also developed frameworks for revenue and expenditure forecasts aligned with Vanuatu’s National Sustainable Development Plan.
Leadership and Advisory Roles
Hughes has taken on leadership roles, including serving as President of The Undergraduate Academic Journal from 2015 to 2016. She has briefed the Minister for Finance and Economic Management on budget matters and contributed to the amendment of Vanuatu’s Public Financial Management Act in 2019, showcasing her involvement in key economic policy decisions.
