Charles Jenne has served as the Policy Director of the Spectrum Group at Ofcom since 2006. In this role, he has overseen significant initiatives, including the revision of annual licence fees for major mobile spectrum licences. He directed the development of proposals for new mobile coverage obligations and led the assessment of mobile operator compliance with coverage obligations due at the end of 2017. Jenne has also contributed to the development of spectrum measures in the 2016 Digital Economy Act and implemented a streamlined award process for interim TV spectrum licences in the UHF band. His leadership extends to managing the variation of EE’s 1800 MHz spectrum licence following a competition assessment.

Charles Jenne studied at Oxford University from 1977 to 1980, where he achieved a first in Physics. He furthered his education at Cambridge University from 1980 to 1983, earning a PhD in Energy Economics.
