Born in South Vietnam, Loc Nguyen was drafted into the South Vietnamese Armed Forces and served as a war correspondent for nearly three years. In 1975, he fled to the United States and became a political refugee. His early life experiences enabled him to deeply understand the plight of refugees and use his innate abilities to assist fellow countrymen through various media platforms, including weekly radio talk shows and television programs on immigration, refugee, and social services for the past 20 years.

He received awards and recognition from US Senators John McCain and US Representatives Howard L. Berman, Xavier Becerra, Adam Schiff, David Dreier, among others. He was honored by California Governors Pete Wilson and Gray Davis and various California Senate Resolutions. Additionally, the United States Conference of Catholic Bishops and other significant organizations have acknowledged his contributions. In 2010, he received the 'Excellence in Leadership Award' from the Office of Refugee Resettlement for his significant contributions to refugee communities.
