The New York eHealth Collaborative (NYeC) provides a range of services to enhance healthcare delivery across New York State. These include direct assistance to healthcare providers and organizations in EHR usage, optimization, practice transformation, and Health Information Exchange (HIE) adoption and utilization. NYeC has supported over 10,000 providers from various practice sizes, helping them navigate complex grant and certification programs. The organization also plays a pivotal role in facilitating the secure electronic exchange of patient health information through the Statewide Health Information Network for New York (SHIN-NY).

Statewide Health Information Network for New York (SHIN-NY)

The SHIN-NY facilitates the secure, electronic exchange of patient health information across New York State. It connects 100% of the hospitals in New York and over 100,000 healthcare professionals, aiding the care of millions of residents. Monthly, the SHIN-NY generates over 10 million alerts regarding patient emergency or hospital visits and accesses patient health records over 8 million times. The network also electronically exchanges diagnostic lab results for over 575,000 patients each month. This system has contributed to significant reductions in hospital readmissions, emergency department visits, and repeat imaging procedures, leading to substantial healthcare savings.

Partnerships

NYeC collaborates closely with the New York State Department of Health to lead the SHIN-NY. This partnership aims to enhance the sharing and utilization of health information to improve patient outcomes, reduce unnecessary tests and procedures, and lower healthcare costs. Additionally, NYeC works with Qualified Entities (QEs) across New York, which are regional health information networks that store and share patient health information. These collaborations ensure that health data remains confidential and is accessed only with the patient's consent, following strict privacy and security policies.

Committees and Governance

The SHIN-NY operates under the guidance of several committees to ensure its effective management and compliance with regulations. The SHIN-NY Policy Committee includes public officials, healthcare providers, attorneys, public advocates, QEs, and hospital leaders who provide expertise on policy matters. The SHIN-NY Business & Operations Committee (BOC), comprised of Executive Directors of the QEs, acts as a collaborative governing body making recommendations to the New York State Department of Health and NYeC Board. This governance structure supports the continued adoption and usage of the SHIN-NY across the state.
