RUPCO provides a variety of housing assistance programs, grants, and educational services to support affordable housing and community development in New York State.
RUPCO Rental Assistance Programs
RUPCO provides various rental assistance programs to support individuals and families in need. Notable programs include Section 8, which helps low-income tenants afford housing; Housing Opportunities for Persons with AIDS (HOPWA); the Empire State Supportive Housing Initiative (ESSHI); and the New York State Supportive Housing Program (NYSSHP). These programs are designed to ensure safe and stable housing for vulnerable populations.
Homebuyer and Homeowner Support
RUPCO offers extensive support for both first-time homebuyers and current homeowners. In Ulster and Orange Counties, the organization provides grants of up to $40,000 for downpayments, closing costs, and repairs. Additionally, senior homeowners in Ulster, Orange, and Sullivan Counties can access the RESTORE program, which offers up to $20,000 for emergency repairs. These programs aim to increase homeownership rates and maintain housing quality in the community.
Community Development Programs
RUPCO's community development initiatives include the Affordable Rental Upgrade Program (ARUP) in Ulster County, which grants landlords funds for property upgrades. The Plus One Home Program also provides grants of up to $125,000 to construct or rehab Accessory Dwelling Units (ADUs). These programs are part of RUPCO's efforts to enhance housing infrastructure and increase the availability of affordable rental options in the region.
Foreclosure Prevention and Financial Counseling
RUPCO offers foreclosure prevention counseling to help homeowners avoid losing their homes. The organization also provides financial assistance through the Good Neighbor Fund, which helps cover utility bill arrears. Additional support includes homeowner repair programs and homebuyer education classes and counseling, aiming to foster financial literacy and housing stability among their clients.
Youth and Workforce Development
RUPCO runs the Newburgh YouthBuild program, a pre-apprenticeship initiative designed to help Newburgh residents aged 16-24 gain construction skills and work experience. Additionally, the Shape Up & Shape the World initiative provides job readiness training and professional attire for individuals experiencing homelessness. These programs are geared towards empowering youth and marginalized individuals through skill development and employment opportunities.
